The General Inspection of Judicial Administration and Prisons carries out its functions under the direct authority of the Minister of Justice.

1. Legal Framework Governing the General Inspection of Judicial Administration and Prisons

The General Inspection is governed by Decree No. 2006/034 of 10 May 2006 concerning the reorganization and functioning of the General Inspection of Judicial Administration and Prisons, published in the Official Journal of the Islamic Republic of Mauritania, No. 1124 of 15 August 2006, p. 433, as amended by Decree No. 2016/39 of 14 March 2016.

2. Components of the General Inspection

The General Inspection comprises:

  • The Inspector General
  • The Deputy Inspector General
  • Four (4) Judicial Inspectors
  • Six (6) Inspectors, including administrators, chief clerks, and clerks

The Inspector General, Deputy Inspector General, and Inspectors are appointed by decree of the Council of Ministers.

3. Responsibilities of the General Inspection

Judicial inspectors are responsible for inspecting the courts.

Inspectors, including administrators, chief clerks, and clerks, are responsible for inspecting the central administration, institutions within the justice sector, and registry services.

The General Inspection of Judicial Administration and Prisons is responsible for:

  • Animating, supervising, and controlling the functioning and management of all administrative and judicial structures under the Ministry of Justice
  • Verifying the correct application of laws, regulations, instructions, and circulars in legal, judicial and administrative matters
  • Monitoring the activities of courts and services, assessing their results, and proposing adjustments to improve their effectiveness
  • Checking and endorsing the regulatory registers maintained by various services and courts
  • Ensuring the proper functioning of public prosecution offices and all courts
  • Monitoring the exercise of public action and operation of judicial police
