1. Composition of the Lebanese Judicial Inspection Authority

The Judicial Inspection Authority consists of:

  • Chairman of the Commission
  • Four general judicial inspectors
  • Six judicial inspectors

2. Formation of the Judicial Inspection Authority Council

The head of the Judicial Inspection Board, along with the general judicial inspectors, forms the Judicial Inspection Board, which has the authority to make the decision to refer judicial, administrative, and financial judges, judicial assistants, sworn experts, bankruptcy attorneys, and individual performing work in a judicial capacity, to the relevant disciplinary councils.
The Judicial Inspection Authority in Lebanon works under the supervision of the Minister of Justice, and submits an annual report on its work for the past judicial year, including suggestions when necessary.
The Judicial Inspection Authority is bound by professional secrecy, even towards the Minister of Justice, and the investigations it conducts are confidential.

3. The powers assumed by the Judicial Inspection Authority

The Judicial Inspection Authority shall assume the following powers:

  • Monitoring the proper functioning of the judiciary and the work of judges, clerks and other persons affiliated with them.
  • Drawing the attention of the authorities to what they see as defects in the work and submitting proposals aimed at correcting them.
  • Disciplinary powers stipulated in the law towards judges, clerks and department employees
  • Drawing the attention of those subject to inspection to any apparent defect in the progress of their work.
  • Directing warnings, when necessary, to judges and employees
  • Propose to the Supreme Judicial Council to take appropriate measures against any judge.

4. The personal and geographical scope of the powers of the Judicial Inspection Authority

The jurisdiction of the Judicial Inspection Authority encompasses: Original judges working in the courts of justice (financial, civil, commercial, criminal, labour, etc.) as well as the administrative courts and the Audit Bureau.
